This sounds kind of like that Procrit voiceover he does. He uses a lower,
gentler, more soothing, earnest voice in that one. 

I haven't seen the designated driver one yet, but it would make sense to
use that voice, too.

I actually preferred the "It's a 5:00 world" song, with that
choreography. It was very cute and whimsical. But "Moon Over Parma" is
very nerdly hip, and "Vlevland Rocks" is just too rocky for my taste.

I wouldn't characterize it as a soothing , gentle
voice. It sounded more authoritative, and at first I
didn't even look up... but when I did, I did a double
take.

Soothing, yes, but not lower. For Procrit he seems to use the upper register
of his speaking voice.
